Philippine provides online patenting facilities

Innovators and designers may now use an electronic filing system to apply for design patents at the Intellectual Property Office of the Philippines (IPOPHL) as part of its digital transformation goal.

With the successful launch of IPOPHL’s Information Technology Management Service (ITMS), the online patent processes allow applicants to submit the required documents and forms electronically to initiate the application.

Called the eDocFile for Patents, the new online service eliminates the need for innovators and designers to be physically present at the IPOPHL office to apply for protection of their innovations, helping keep them and patent examiners, as well, safe in their homes.

This is a remarkable feat for IPOPHL in line with its commitment to make the application for patents efficient, accessible, and user-friendly, the IPOPHL Director-General, Rowel S. Barba, said.

Applications for invention, utility model (UM), and industrial design (ID) by receiving all post-filing documents, requests, and basic annuity payments are accepted electronically.

More importantly, the Director-General added, with a system that can make the patent granting process simpler and more cost-efficient, IPOPHL can ensure uninterrupted service—crucially important amid the expected demand for IP protection as the world scrambles to find a cure to COVID-19 and digital solutions that can help live better lives through the ‘new normal’.

Meanwhile, other requests processed by the new service include requests for extension, corrections, certified true copy, registrability, UM and ID revivals, renewals for ID submissions like the power of attorney or appointment of resident agent.

For patent filers who intend to further their application process, the eDocFile for Patents is available on the website, where a video guide is provided for easier navigation and operation of the platform.

The release noted that for further details and requests for assistance, any interested parties may reach IPOPHL through email (ask@ipophil.gov.ph) or its social media accounts.

Other government departments are also digitalising their process amid COVID-19. OpenGov reported earlier that the Philippines Department of Labour and Employment (DOLE)-Region IV-A launched an online client appointment (DCAS) and application system (AEP), making it easier for citizens to abide by social distancing rules.

DCAS aims to reduce congestion in the DOLE IV-A regional office as well as in its provincial offices to prevent people from gathering, in line with social distancing measures.

Also, the system will slash the long queues in the offices of DOLE IV-A, by providing an easy-to-navigate, faster, and more convenient way to schedule an appointment.

AEP is an online portal wherein clients requesting for alien employment permits (AEP) shall submit their applications including pertinent documents for evaluation purposes.

The government believes the online system will make it easier for AEP clients in the province to apply for permits or requests for a certificate of exclusion. This also aims to get rid of the long hours of waiting in applying for AEP.

Through the AEP Online Application System, AEP clients may apply for their permits online, by registering on the website.

This system is capable of validating and authenticating the submitted application forms and other documents such as a certified true copy of passport bio page, notarised contracts of employment or secretary’s certificate, mayor’s permits, SEC general information sheets, and PAGCOR authorisation to operate for pogo applicants.
